We are seeking a Senior Business Analyst to provide detailed technical and professional business analysis within the Digital Solutions Division. Reporting to the Director of Interoperability, this role is accountable for performing complex work that aligns with strategic objectives, particularly in support of the Connecting Australian Healthcare - National Healthcare Interoperability Plan 2023-2028.

Key Responsibilities:



Leadership and Accountability

  • Provide expertise across various Interoperability activities and ensure quality outcomes for both individual and team efforts.
  • Recommend strategic directions, considering broader implications for the organization.
  • Manage competing priorities to meet planning and project outcomes aligned with agency goals.
  • Contribute to innovation and business improvement strategies while conducting risk assessments for your area of responsibility.
  • Gather requirements from diverse stakeholders, assess the impact of proposals, and prioritize initiatives within strategic frameworks.


Management Diversity and Span

  • Lead the analysis of business needs across a complex portfolio of Interoperability initiatives, setting tasks and managing workflow.
  • Coordinate detailed projects that influence strategic, political, or operational outcomes.
  • Plan and monitor work processes, ensuring quality assurance practices are upheld and performance indicators are set.
  • Foster team capability through coaching, feedback, and career development.


Job Context and Environment

  • Maintain awareness of the impact of work activities on strategic and operational outcomes.
  • Develop a comprehensive understanding of agency roles, responsibilities, and the broader APS operating environment.
  • Operate within established legislative and policy frameworks.


Independence and Decision-Making

  • Work independently under broad direction, resolving issues and delivering quality outcomes.
  • Use professional judgment to evaluate risks in a complex and evolving environment.


Stakeholder Management

  • Collaborate with key stakeholders to identify opportunities and facilitate cooperation.
  • Promote organizational objectives through strategic relationships.
  • Establish and maintain internal and external networks, representing the agency at cross-agency meetings.
  • Manage stakeholders through change, addressing conflicts and sensitivities as they arise.

Qualifications

  • * At least 5 years' experience as a Business Analyst.
  • * Experience working as a business analyst on healthcare projects or government policy projects is an advantage.
  • * Scrum or Agile training and qualifications.
  • * Ability to build and maintain constructive working relationships, working across multiple teams.
  • * Strong analytical and communication skills.
  • * Work as a member of a team with the ability to achieve results and manage tasks independently.
